The ESS Round 4 data and World Bank statistics are analyzed to study social inequalities of citizens’ attention to mass media’ political messages in 28 European countries. The results of two-level linear modeling testify that the most important contextual factor which causes reduction of political attention inequalities between poorly and well educated individuals is effectiveness of country’ political and state institutions. Politics gets sense for disadvantaged people if these institutions allow them to have impact on government decisions.
