Owing to the magnitude and complexity of a study in such a large number of countries, the ESS seeks to strike a  balance between 'top down' and 'bottom-up' elements in its organisation.


Thus, a structure has been adopted that combines tight central co-ordination with strong participation from all participating countries, and independent advice from teams of independent academics.
